Why does the background only work when the screen is minimized?

Turbo in Vista Support Stardock Forums

I just reinstalled WindowBlinds on Vista and it does not have the TurboDX theme that I was using and maybe some other ones.I am an Object Desktop customer.

I still can't get Icon Packager to work. It keeps saying application path not found.
