If you tell all ships to head to a rally point in the governors screen your Star bases try to head there so you got all the ship lines from star bases on the screen forever. Your star bases don't actually move. Took me a while to figure why all the ship's on mini screen were not moving. You can cancel by giving the all ships heading to rally change to none in the same govenors screen.
