That largely depends on which 'download' you are referring to. Most will require the program itself that the theme or skin is designed for. Some are 'shells' which replace the existing Windows explorer.exe shell to provide the changes but many of them still need the Program to be obtained separately. Just let us know to which you refer....

Using Proggies such as Restorator on your shell [explorer.exe] can be fraught with danger. Break the shell and your goose is cooked.... [note to self....stop mixing metaphores]

Walls get moderated for more than one reason, but are approved for only one reason, so long as they will work reasonably well as computer screen backgrounds. Yes, that is what they are 'supposed' to be. Something that can 'work' as a back-drop to your operating system's icons, etc. Realistically, simple, low-contrast non-distracting graphics are 'more' suited to the task than any other. Take my two 'walls'. Note the content... Note it with regards to these criteria..

OK, Bryan...had a closer look at your walls..just to see what was happening. Some of them had no 'actual' rating, only getting the default Journeyman-number'5' when you upload. I have been though most of 'em and checked to see that I have rated, and/or commented. Gee you have a lot of walls....

It all depends on just how many people we really want to get upset. If the bar were properly raised to a truly 'exclusive' level, a large number of artists would have nothing accepted at all. If you wish, the cull can be more brutal, and a lot of egos will suffer. It is a delicate, thin line between 'art' and 'wallpaper'...some walls may be a little 'simplistic' or even 'naive', but can be valid wallpapers, found popular by many.
