They have access to scouts. Every game, they start with one scout. Also, if they're on an autopilot course towards a planet, if it's habitable they'll continue. If it's not, and there's another habitable planet nearby, they'll head towards that planet, and often they don't need to change direction, yet they have changed their destination. As to your point, if the AI colonized like you suggested it would be a pushover to anyone who knows how to effectively outpace them. I can outcolonize

And as of now, they don't exist. So while some people claim they've got the terror star or stealth or virus techs available, they don't actually do anything because the code isn't there. So the only way to get them would be to edit the source code.

The iconians know where all the planets are, that's just been said. Stellar cartography does not show star locations, but rather planet locations. Yes, they know where they're going. Also, the AI does NOT know which planets are best. Frogboy has, in a previous post, shown the line of code used for colonization, and the AI is either guessing or has been there before. No, to make your own ships you need to know how to model textures + export in the .x format. Kryo's mod allows you to use any hull as jewellery.

Finding the bugs must also be much easier with a large base of testers... Sifting through the complaints of people who have no idea what a beta is to try and find ACTUAL bugs is annoying and difficult enough already. Release an expansion pack early would make this worse, whether you said it was the full version or not.
Sounds kind of hard to balance correctly. The game isn't balanced, and I don't recall any developer ever claiming it is. Implementing succesfully, then showing the AI to use it, would be a problem though. So it's unlikely to happen in DA, and if the second expansion is multiplayer odds are they would THEN have to think about balance, so
