Yes this is sadly true I have learned. Starforce does indeed interfear with non-starforce games. The problem stems primarily from games that do DVD or CD checks. Starforces drivers alter the way your Drive reads and writes dvd and cd's. Apparently some copy protections and simply cd/dvd checks fail because of the starforce changes. Hartford Connecticut. Who ever mentioned that being the Dregs, I whole heartly agree. Spent about 6 months out there when it was considered the Murder Capital of the US...and they weren't kidding. 10,000 ships would be waaaay to much for your system to handle. Even if it magically could somehow, the AI would take 20min or more to complete a turn trying to crunch all those numbers. That said I think what you are wanting is a bigger and more epic feeling fleet, right? There is a custom senario in the game that significantly raises the logistics numbers. Through this senario you can have huge fleets. Have fun.

Don't worry, Brad will indeed improve the AI. He did it for Galciv1. Galciv1 took about six months after release to get to a really polished state. Galciv2 will be no different. You can crush the ai on normal difficulty by focusing on one weapon type and no defense up to a point. But the Ai will and does adapt to this. It will eventualy put out ships with defense. If you have MASSIVE fire power then the defender deserves to be destroyed for doing nothing to counter. manuvering fleets is important to strategy. You can turn on the grid so you can see better how and where you should move your ships so they will attack first.
