The movement of offscreen ships is instant. So if you scroll to the side of the map and zoom way in, all ships will be offscreen, making turns go much faster.

I am having the exact same problem.
I've tried both. There's really no way in hell this problem has anything to do with the display mode.
refresh rate 0 is normal in windowed mode. this is not a new 1.3 bug. Changing screen resolution did not help (I was highly doubtful about that one anyway). Clean install did not help. 1280x1024 is much too low of a res to play at. Lowest I could deal with would be 1600x1200.
low approval wouldn't make them rebel, that's only controlled by influence levels.

Well, it's hard to say exactly what causes it. I am playing on a Huge map with 7 opponents. After playing to the point where all planets are taken, of course wars break out. Sometimes, when I get invaded, the invading ship has 0 soldiers on it, and it just keeps invading the same planet over and over again. Eventually the game runs out of memory and crashes. I get this bug in every game now. It makes it almost impossible to finish a game. I have to keep saving, killing GC2 (because when this bug occurs, it is also impossible to bring up the menu that lets you quit) and reloading. And while we're on the topic, it would be nice if there was an option not to display the invasion dialog box.
I agree with Frogboy. However, to the user who suggested modding, many people only care baout playing in the Metaverse, where modding is not allowed.
I encountered that bug in nearly every game in 1.2 but have not yet seen it in 1.3.
get to a point late in the game where you are getting invadded a lot. open the task manager. click through several dozen invasions. go back to the task manager. you will see that memory usage steadily increases while going through the invasions. eventually, the game runs out of memory and planetary invasion no longer works (transports go up to the planet but no invasion happens). at this point, several other dialogs don't work, including starbase construction.
