I actually hated how the strategic combat in Birth of the Federation was implemented. It was a great idea but horribly executed. Whenever I played, I could never tell whether the maneuvers that I picked were effective or not. Most often I just used the "Charge" maneuver until the combat played out. It seemed to work just about as well as anything else. Neither of my friends who played it with me could figure it out either.
I like the idea of designing starbases like ships. This could also open up a whole line of research on Starbase construction improvments. For example, the first type of Starbase available to you may only have X hit points, and room enough for X number of installed modules. Of course, if you went this route, it would probably involve getting rid of the whole idea of using multiple constructors to build a Starbase. You'd just use one, and then when the Starbase was built, and you wante
(Delta formation) Would give you a bonus to your attack but leave you more vulnerable to enemy attacks. (Strafe) Allow you to do a hit and run maneuver where you are in combat for a round or two then retire. (Gamma Formation) would give you more of a defensive posture and give you a defensive bonus while cutting the damage you inflict.
What about regenerating anomolies? Anomolies can be fun, but it's somewhat lame that once they're gone - they're gone for good. It could make the game more interesting if Anamolies respawned randomly from time to time. It would also make survey tech a bit more worthwhile. I never build a ship that can survey besides the flagship you start with.
Since 1.3 I have noticed that the AI likes to park fleets of ships next to my starbases, even when the AI is "Friendly" and the Starbases in question are deep in my territory. In my last game, I took this as a queue they were getting ready to invade me, and sent counter-attack fleets to all these locations, declared war, and obliterated them before the AI decided it had a shot at taking me out and destroyed all my Starbases in a single turn.
As the previous poster said, check out the "Details" section of the specific planet in the Economy Starbase's area of effect to check and see how much of a bonus it is getting. This one is pretty easy to see. It's not easy to predict how much of a bonus you're going to get BEFORE you build the starbase, but easy to check afterwards. I'm lost when it comes to diplomacy in this game. I can't figure out how to make most aliens want to ally with me. What I try to do is on an alien race's stats, maximize the amount of +'s, while minimizing the -'s. Sometimes, especially on higher difficulties, I can NEVER get someone to get above "Friendly". Personally, I think Starbases are too puny. MUCH too puny. I can upgrade a Starbase with tons of weaponry and defense, and it still will die quite easily to all but the most puny attack fleets. I usually have to park a fleet of my own on top of my Star Bases to prevent the enemy from destroying them. I had just declared myself "Neutral" in the game by researching "Good and Evil" or whichever tech it is that lets you choose a final alignment. After that, I can't remember specifically if the game crashed, or I closed it down and took a break. However, when I came back to the game, I had "Good and Evil" researched, but I was no longer neutral, and I couldn't declare an alignment for the rest of the game.

Starbases as they stand right now are too fragile. Since the attackers always get "First Strike", then a sufficiently powerful attacking force is almost assured to take out a Starbase, no matter how much offensive and defensive capabilities it has. Starbases are only "Scary" early in the game when the best you have are tiny and small hulls. After that, i think nothing of wiping them out. In my opinion, Starbases should

I think adding sabotage and increasing the benefits of espionage would be great. However, then you would also need: 1) Internal security to counter espionage and sabotage 2) Colony structures (Detention Centers, Interrogation Chambers, Data Networks) to both improve your espionage, and improve your internal security. As I get better and better at this game... there are two things that cripple the AI vs a human player. First, the "Fog of War" does not cover planets. I can click on a planet, and if it defended, I can see how many ships are there, and how exactly they are armed. Thus, i can plan my fleet way in advance to counter the ships that my enemy has. If a planet is covered by the fog of war, you should not be able to see ANYTHING about the planet
