I've had this problem too, and it is very annoying. Your PQ is actually reset, it's not just a display issue. Your growth is capped , your moral, approval and income are affected as if your planet has a PQ of 13 instead of 15. It's even more noticable on the PQ 4, 5 or 6 planets where population is lower.
One of the other things it does not seem to save is the PQ of terraformed planets. I havn't tried yet with 1.11, but with 1.1, if you bump up the PQ of a planet with some terraforming tech, save, exit the game, start the game again, then load the save, your newly terraformed planet is back to it's default value. It's very annoying.
Don't forget the loss of the MP3 player / User Playlists.
I've run into a Planet Quality bug after loading a saved game. So, last night I started my first 1.1 (final) game. I had researched Soil Enhancement and Habitat Improvement, bumping several of my planets from a PQ of 6 up to a PQ of 8 and a few others from a PQ of 10 to a PQ of 12. I saved the game at that point and quit out to windows. About an hour later, I relaunched the game and loaded the save. Much to my suprise, all those planets that had raised their PQ were back at their default value.
Playing a "Battle of the Gods" game, I did not get the Ethical Choice dialog and was not able to research any of the three ethical alignments or their buildings. When I play a "Normal" game, I get the Ethical Choice dialog just fine and am able to build the appropriate buildings.
Yes, I've had this problem too. The planetimprovements.xml file says that the Galactic Guide Book is supposed to reduce the size of the survey module to 0. And even if it was only the cost, the cost still does not decrease after you research the Galactic Guide Book. Oh, and I have seen a use for it: play a custom map with no starting survey ships, like the "corners" map. When I got to the Guide Book, there were still a ton of anomolies left.
Version 1.0X Planet Quality reset after loading a game - Same problem as #49 by Citizen blueman22, bug one. When you use soil enhancement etc. to improve your planets quality, the number goes up. For example, a level 10 planet goes up by one number to 11. When you save this game and reload it, the planet is displaying that it is back down to a PQ of 10. But it still shows 11 useable tiles. The activcation has always been there, it's just that SDC does it automaticaly in the background so you never notice if it all goes well. It's only if there's a problem that you get a prompt about it (which as it turns out was due to a simple database error which should now be fixed). Well except for
