Shortcut Overlay Reverts in WinCustomize Talk WinCustomize Forums

At each reboot the shortcut overlay from iconpackager reverts back to W98 black arrow regardless of which package is chosen. Always have to go into iconpackager and re-choose the overlay. Any way to fix this once and for all? Have tried tweakUI, etc. There seems to be a registry interaction that doesn't work correctly with iconpackager.

How to Install an Icon Package in WinCustomize Talk WinCustomize Forums

Two questions, please: 1) Using White Glass, the shortcut overlay continues to be the standard W98 black arrow regardless of what I try. How can I fix this to the blue Icon Packager overlay? 2) When trying to download additional packages I get zip files with icons and not Icon Packages, so Icon Packager cannot "Install New Package" since it is looking for a package and not lots of icons. How do I do this correctly?
