I think the answer has already been stated by albion. The starbases will increase your influence points in that area. The key to understanding this is that each race has influence outside of its borders (and inside the borders of others), so influence starbases will help you turn planets/move borders in areas where you already have some influence and do very little in areas halfway across the galaxy. I've noticed that it takes a turn for speed changes to kick in. Maybe that's what happened with you.

Minor Bug in Galactic Civilizations II GalCiv2 Forums

So I've noticed a small and easily solved bug in my games. If I load an autosave from the game I'm playing all my ships have their range reduced to zero. If I try to move any of them I get the "Deep sleep... hope no one is afraid of the dark" message. This happens to every game (loaded save from another game, new game, reloading autosave, etc) until I quit and restart and everything is fine. I don't know if this is related to my system specifically
