Hmm that makes war very unlukrative to the player. Everytime you conquer 1/3 of an enemy he surrenders to the strongest an he's getting 2/3 of that. So you can never get stronger than the strongest by not fighting him directly. That seems very bad to me <img src="http

Surrender in Galactic Civilizations II GalCiv2 Forums

I have version 1.0X. How can I say a AI empire to surrender? I don't have this option in the diplomatic screen. Even they surrender to another empire the next round. Do they always surrender to the strongest empire?????
