I have seen "number" problems when upgrading stations - sometimes it will display X out of 63 upgrades built for example when the max number is something like 28. This bug does get fixed when you upgrade to the true max number of modules. Fully upgraded stations sometimes allow a constructor to trigger a completely empty menu instead of popping up the "no more upgrades available" window. My 2 cents. Playing with the latest official version of course.
