The starbase bonuses *do* stack, you can check this by going to the planet view screen then clicking on the details button at the bottom right; in the details screen you get to see all the bonuses affecting your planet and some other thing... including a quote from a denizen of the planet, nice. Anyone else getting extremely annoyed with the AI surrendering to other civs? An outline of my last game. Large map, 9 civs, mixed Bright/Intelligent AI. First civ I take out surrenders to me. Second civ surrenders to third civ, which surrenders to fourth, which surrenders to fifth, which surrenders to sixth, etc. Shouldn't the fact that I'm the one who has destroyed their fleets and invaded their worlds and have a huge fleet around their planets
