Reply to AI really loves to send out unescorted troop ships in 1.1 Beta in Galactic Civilizations II GalCiv2 Forums

I've noticed that for me, at least, this always happens if I leave my fleets next to, but not occupying my colonies. They see an "open" planet and go 'ooh!'
