If you have at least the first level of intelligence on them, you can highlight their planets and see exactly what the influence ratio is (or highlight one of your own nearby planets and make sure it's under 0.25). It wouldn't be, it was added well after the manual was made, by player request. Tech brokering refers to buying a tech from one opponent and reselling it to others. It is a means of limiting tech trading without banning it entirely. Offhand I don't remember if the checkbox is to disable tech brokering or to allow it, but it should be easy enough to test one way or the other.

You have a few options. - Influence. I've never done this particular scenario to test that this works for this scenario, but in general sandbox games it's an option. Once you have all their ships dead, build influence bases until their planets flip. - Sequential invasion. Send one transport at a time to invade. Using 1 billion troops per transport, you *should* be safe using mass drivers on any planet over 10-12 billion (will vary on situation, save before testing).
There is a checkbox on the first page of game set up to disable super abilities, start a new game after making sure this is not checked.
Somewhat related: The latest AVG update (free version) keeps periodically minimizing whatever current app I'm running. Rather than disable it while playing games, I just want to replace the damn thing. What's the best replacement for someone running XP? Free is a plus but not necessary.
The best way to accomplish this is to click the next button, then hit the space bar. Repeat as necessary. It will waste the movement points of whatever ship is stuck, but it sure beats not being able to finish your game.
On immense maps, an array is a godsend. Being able to slingshot no-engine constructors, transports, or warshps 70 or more spaces at once is a fast way to react to a sudden opportunity.
