Don't spend them if you want the race as they appear. To fix the problem: Check My Documents\My Games\GalCiv2. I think you have to delete the CurrentCustomRace.raceconfig file. There were several threads about it, try a search.

Put some troop transports, and an inlfuence base near his planets. To get two races who are on good terms with each other to fight, try the same thing only once you position the transports and base, then give them to the other AI. (I haven't actually tried this yet.)

The only time I've had the AI detect my troop transports has been when they're one turn away. By then it's too late.

If only I could bully the AI more,l want to threat it with war if they don't give me that border world To have them give you stuff, you'll want high diplomacy, and a stronger military. Don't expect a whole planet though.

I would like to see it improved rather than just have the option to shut it off. It's a good idea; it just needs to be tweaked. One simple way to improve it would be not to allow surrender till their homeworld was taken, or it was their last planet. Maybe espionage should tell you ahead of time who they are most likely to surrender too. Have different types of negotiated surrender rather than just total surrender. Also planets that have enem

Why surrender the whole empire? Why not just give up a few border planets to gain an ally strong enough to hold them and provide a buffer zone. They certainly shouldn't surrender their whole empire while they still have their homeworld and most of their colonies. They need some type of negotiated surrender rather than total surrender. A defeated enemy could be a self governing protectorate.

There does need to be some sort of military buffer zone, or claimed space area where opponents warships and transports aren't allowed. Or at least have autopilot fly around alien planets instead of right beside them. Sometimes the AI gets the wrong impression when I'm flying past them to attack someone else.

I haven't paid much attention to it. Although having pirate ships pop up now and then would be kind of cool. Would also be nice if you could loot unarmed enemy ships, and bases rather than just blow them up.

What I find even more annoying is that when there's ships or fleets in the same area they occupy the same space creating an ugly jumble that you can't tell what anything is. This game is 3d so why not have them stacked horizontally. Viewing angle can be changed so all individual ships can still be seen.
