Reply to Ai builds multiple starports on planets in Game Talk GalCiv2 Forums

It's not just the Torians - I had the same problem when I conquered some Drath Legion and Thalan planets in the current beta. None of the planets had previously been owned by another race. I've seen the extra tiles be composed of starports as well as the defense buildings that group the orbiting ships into a fleet.
