Which raceconfig.xml are you editing? There is one for the metaverse and one for the normal game. you want to edit the one in the data\english directory. I don't think you can give a race more ability points directly, but the workaround for this is to make one of the abilities you choose have negitive points, like luck costing -10 points for instance.

Another point, if you attack a starbase with a fleet on the same square the starbase is attacked first. (Unless they changed it in one of the betas. I stopped putting fleets on the same square after I noticed this ages ago.)

My 2 cents. It depends. I find that for assult far away from home its cap ships all the way, since they are less likely to get blown up. Near home however, i usually have at least 2 military starbases, which give boosts to each of those fighters in a fleet indivitually. and the ships are easy to replace.

Early on build defenders, 1 per planet, this will be cheap enough to not really take long and will give you a bit of a buffer before the other races start eyeing you hungriy. I don't know about "beats the crap out of" but it is a bit nicer. The NLC is branched off of research centers (meaning you get them before invention matrix) which is their real bonus. They give 22 tubes whereas a discovery sphere gives 20, not a huge difference but the early aquisition of them can be a massive boost. It doesn't have to have the name that you see ingame. It has to have the internal name for the improvement(which is usually the same name) in the upgrade target field. This is super useful for making discovery spheres upgrade to neutrality learning centers automatically. I hadnt thought about making an upgraded starport. Thats a really good idea. Work fast, soldiering and weapons before higher end infastructure. Also try turning up the difficulty to at least normal, your allies are sitting there doing nothing when its set to cakewalk. On higher difficulty they stand a chance and it doesnt really affect the dreadlords since all they do is build ships anyway.

The Humans do get a 25% Diplomacy bonus for free. 25% is not one of the choices in the race picks so they get it at no cost. Other races get simmilar things. Try this, go to the human screen and click reset. now look at what has stayed behind. When a race is assigned a % to an ability that is not an option to be picked then it gets that bonus for free, unless you overwrite the bonus by clicking on another one. I just had the exact same problem, it started when I updated to the latest beta (Beta 4a I believe.) I tried the fix mentioned above and it didn't work. So I played around a little. 1. Because it makes you stop and think about where you are putting it. IE to keep you from just dropping it on the first planet you colonise until you find a better one. It is a Capital, the improvemnt represents a massive investment in infastructure and burocracy, thats not really something you can just disolve away. Edited For Double Typed Words.

Boni is a latin form of Bonus (Bonus isn't an english word, its a latin word that was co-opted by english). The -i replaces the -us to indicate a plural. It's acceptable in english though it sounds rather akward since it is more common for people to just slur some extra s's to the end of it to make it plural. I had this happen before but I havent in awhile. I assumed it was fixed. Its easy to workaround though. Just press enter, the turn progresses and the end turn button reappears.

Actually you can. Save a custom race. (Any will do, you can fix the abilities you buy later.) In my documents go to my games, then galciv 2. Edit the file thats named something.raceconfig. Go down to the list of abilities and edit the numbers to your hearts content. If you edit the number to a non-standard one (I.E. editing loyalty to 100) then it is kept there and costs no points. Save the file and load up the race. Easy as pie.

If you have it researched you should be able to see them. Their icon is a bright red building, can't really miss them in the list, are you sure you have Neutrality Learning Center tech researched, not just xeno ethics? I'm going to see if setting their upgradefrom to the discovery sphere works. I sure hope so.
