Cant built starport in Galactic Civilizations II GalCiv2 Forums

Doubt this a bug so thout id ask here ....... i built over my starports and now they arent coming up as options on build/upgrade. I've tried demolishing existing projects etc etc. Is this the way life is ..... bloody aliens have stopped building/ selling me large hulls so cant upgrade starbases ....... got loadsa cash n no military ... cant even invade any one cos no troop carrier available ..
