On higher levels in the normal games just surviving can be difficult untill you manage to establish a good tech edge...unless, you use military starbases to boost your ships. It really can make the differnece between losing ships constantly and winning all the time. Sometimes it might need overlapping bases. They can also be useful in offensives, especially when you have no true advantage in ships by leap frogging with new bases.

It improves the attack and defence value of ships. You will not notice it until you have good weapons already and 1 or more starbases fully upgraded in the mine catagory.

hyperion shrinker bug? in Galactic Civilizations II GalCiv2 Forums

I am not sure about this, but I have seen it twice: If you "buy" the shrinker rather than just letting it build, you do not seem to get the miniturization bonus. Also which ever way you get it, you seem to get a logistic benefit. Is this right?
