Thanks dude. #2 was definitely an opponents city. It was listed in the Kingdoms list. I later read in another faq that some other faction citys aren't supposed to upgrade by design. I think the game is quite fun and addictive, but I see several bugs that are annoying: 1.) The city names on the map sometimes show a different city name, though the details at the bottom of the page are always correct. Sometimes the city name is one of my cities, sometimes an opponents city. 2.) I have been playing Galciv2 on version 1.1 for a while now and have noticed some odd bugs: 1.) When invading an enemy planet early on in the game where I have a much higher tech level than the enemy and I invade with only 1 billion 'troops' and the enemy planet has around 8 to 10 billion and I win, I have found that the computer gives me 1000 times more colonists after the battle than I invaded with.
