Question regarding Orbital Terraformer and Planet Quality in Bug Reports GalCiv2 Forums

I searched the forum, but I couldn't find info on this, same with the wiki. In my current game, I built an Orbital Terraformer, but I noticed that, after all of the non-useable tiles were made useable, there was no change to the quality of my planets. Is this intentional or is this an error?
