I saw them in the first game I played, but it was near the end, right after I decided to start taking out the other races. (I should have started on a higher difficulty level, but I wanted to test out the game.) I was so far ahead of all the other races by the time the pirate dreadnaught showed up, I sent 3 dreadnaughts after it, lost 2 of them, but I had another 8-9 en route. There should be more encounters with them though.
