Yes, the shortcut configuration window has the option to open files, too. (See the image in either tutorial.) The link RnD provided is a good example on how to make a custom browser window. As for the window 'popping up', it sounds like this is what you're trying to achieve.
Keep in mind, time and energy are limited, and antagonistic attitudes do nothing to encourage others to expend either one seeking or giving help. Recent u ploads, gmc2, not downloads. Personally, I'd like to see what's new by gallery, and at a glance, without having to click through several pages to do so. DX alone has four different galleries, and I check almost everyday, sometimes the images there take a while to load. It's not of major importance, but I thought it'd be neat and a time-saver.
