Destabilization Is simply not there in Bug Reports GalCiv2 Forums

Ive ben playing for a while, i always knew that i had a missing slider, id read in the manual about this awesome sounding destabilization bar. However my playing style (mostly economic/militant) had never really required that kind of work, my espionage seemed to work well enough. Recently though, iv been trying to get the cultural domination and despite my influence on other planets being at 15+ they dont revolt.
