1. use 100% approval to power population growth? If not, is this something that can be implemented? (Since its a *very* powerful tactic.) 2. be tweaked so that it doesn't go for early military supremacy (for the AIs that do that) without quickly getting planetary invasion? Kind of silly for the aggressive AI's to build early ships that can be safely ignored because they don't get invasion. If they got invasion, you'd need to give their early build up more respect. I've found that the AI generally does a pretty good job colonizing on tough and painful **unless** the AI has to modify the standard range of its colonizers. That it really doesn't seem to do. For me, this usually means I can "horseshoe" around the AI's territories, and grab juicy planets that it 100% should have grabbed before me. I imagine that if an AI had a bad starting position, the range thing could totally cripple its colonization, but I haven't seen that yet.
I think its baffling that the game gets props for its AI. Its not strong enough to challenge a skilled player in the slightest without substantial cheating. Many of the things that are wrong with the AI are ridiculous, like building too many embassies. Yeah, yeah programming AI is really hard...but come on, tons of embassies can't be that hard to fix and you can't call it great AI if the planetary builds are so messed up. You should feel happy that normal is challenging you. As an experienced gamer, tough (best AI w/o cheating) is ridiculously easy. I am playing on "painful" now and that is also too easy. At least you can have fun with the game.
What is the point of maximizing colonization in the first few turns, if you can't sustain the colony rush beyond that? At 50% taxes, your population will barely be growing at all...don't get it. Since playing a few incomplete games to learn the ropes, I have beaten the "tough" AI 1 v. 1 in the smallest galaxy, and beaten 2 tough AI's in the 3rd smallest galaxy. One game was at beta 4 and one at 1.1. The 1 on 1 game, I sort of out colony rushed him, then just stayed ahead of him in tech, particularly military tech. That was an easy win.
