Help -_- in Galactic Civilizations II GalCiv2 Forums

How do I form alliances? I reasearched alliance, but when I go to the diplomacy screen, only attack and surrender are there. I can't figure it out, or find out the information. Help would be appreciated.

Screen troubles in Bug Reports GalCiv2 Forums

I don't know if my last post went through, it's not showing up so I'll repost. It seems as though my game is in widescreen, when my screen isn't. The text is full screen, but everything else is widescreen, making it near impossible to choose anything. If anyone knows a solution, it would be greatly appreciated.
