Ok, but I need confirmation it affecting your borders and flipping planets? Or are those two IPs different things? I'm sad to hear it's so useless, though.

What does IP (Influence Points?) do in the diplomacy screen? Can you buy the IP of other civilizations to add to your own? And why is your IP worth nothing to other civilizations, but they charge me ~1 bc for 1 of their IP.
