Need help please, from a first starter in Community WinCustomize Forums

Hi i just heard about this site and i was wondering if anyone could help me with the desktop themes. I downloaded a theme and saved it to WinRAR. Then i try to apply it but it doesnt work...... how do i apply the theme?! thankssss alot
