I used to get that. I've got a Alcatel SpeedTouch USB which is technically a dialup but my SkinBrowser works properly when treats it as a LAN connection.

For what it’s worth, I'm just a user but I don't take any notice of the rating. If its looks good I'll try it out, if I like it then I'll keep it. I try to comment on skins that I use and like ( I often don't tho ) - looking at the previous comments is the best way (for a user at least) to 'rate' a skin IMHO. You're right...things that don't have comments on yet don't let you post the first comment, and when the comments do show up the submit button doesn't work Well it is a beta after all. I'm sure it will be fixed in due course.
