I think that if you go into the RaceConfig all minor races have a tech called "root" which might make them only have 1 planet.

normally if you get below -500 bc then it will stop all research and production and not allow purchases till you get out of debt

I would say that the "surrender" button on the diplomatic screen is useless. I lost a game cuz i thought it was asking the computer to surrender...
