1.31: Major economy & research bugs in Bug Reports GalCiv2 Forums

I've run across two major bugss since updating to v1.31. I have no idea as to what chain of events led to these glitches appearing, as they both have been in the later game when there's been too much going on to attribute them to anything in particular.
