I saw their base tech tree and though it was quite bland and Drath-like until I remembered that the Thalan's get a ton of techs opened up depending on what ethical alignment they pick...so I took care of Xeno Ethics and a whole world of techs opened up.
Was the race that got set war upon originally the Alterian? Any race sharing their ethical alignment will join in war against whomever just declared war on them.
~coughs~ learn Xeno Ethics. You'll see plenty new techs upon learning that...racial and ethical dependent techs, something people have been asking for now for a while.

What caused your econ crash? Was there a recent upgrade in factories or such?
Both the Korx and the Drath in TA gain techs or projects (super or galactic I forget) that will earn them a percentage of money while races are at war. I'm assuming this percentage is the races' full income or perhaps money after spending (this I'm not yet sure of...thus my question about the UP war tax). The head of the UP could have a UT and thus dol out the question and announce the answer. In the feel of sci-fi I have to vote for the UT as it transcends modern needs to memorize various languages. As for the issue of why can't you initiate comms with a race /o a UT, but you can to a race w/o it....none the less, the UT will be the mediator connecting the two races so they understand. I've seen the same thing happen way back in DA with the Dread Lords when I had Minor Races turned off.
Any colony beyond your initial will cost 12bc for the colony building. Thats why your colony on Dratha IV costs so much out of the gate. This will be the case the entire game unless you pick Good upon completing Xeno Ethics as they get their top X number of planets' colony tiles for free.
After the first week or two, there shouldn't be many ships remaining to blow up...unless there are invincible freighters out there. In that case....ick.
If it says PQ14, and you have no terraforming techs, then there should be 13 buildable tiles upon colonization as the initial colony eats up 1 tile. If you have terraforming techs, then the number you see prior to colonization is incorrect, same with invading a race that doesn't have as high of a terraforming tech as you. As I said earlier though, in TA, the Drath get a building that will, on avg, add 3 tiles to the planet upon constructing it. It's a 1 per planet improvement

I've also seen the AI use spies...rarely. IMHO though there should be a cap on the cost of spies. Seriously, when I can outright buy a huge hull ship fully loaded for the same amount I spend on 1 spy....something is drastically wrong. I think what happened to you was probably the GalCiv II you purchased never got patched. I think when they balanced the morale buildings in DA, they did the same to DL. If I'm lying, then you should be able to just uninstall both games and reinstall just DL and you should be back to what your accustomed to. Personally, I'd just recommend you to play with the new morale levels and learn to live with it. If you'd want to play TA you'll need to live with that morale level anyway.

The times Creativity will upset me is when I'm researching tech like Industrial Sectors til the point of 1 week remaining then switch to something else, so that when I'm ready to switch to IS it doesn't take me long to research. Sometimes I'll have a few buildings all at 1 week remaining, then once all my planets aren't building and I have the money reserves, I'll switch to 100% research, knock them all off then switch to 100% social and sit back and watch my money go poof.

Upon the release of the new victory condition, I'd say the Korx are in the best setting for that victory condition. Their extra levels of mining resources should help speed up their path to victory there.
