Lets be honest... it wasn't all THAT long ago, that most people didn't even know there was such a thing as a patch. I would argue that it included some game publishers. Here's my alltime greatest example. Way back in the day, I bought Outpost (I'll leave the company's name out of it). This game was released WITHOUT the tech in the game to allow you to finish it. I think this was in '94 that the game was out. You had to get cheat codes to get unlimited resources to allow yourself

Woah... a lot of good ideas floating around here. I would like to see.... 1. More races. 2. More events both good and bad ie boosting planet quality and dropping planet quality. 3. More development along the espionage lines. 4. The ability to play another race. Maybe after certain conditions have been met? 5. The ability to zoom in on the galactic map. 6. Ability to customize your ships. (through techs?)
I've yet to have a problem with SDC. Maybe I was just lucky, but not complaints whatsoever here.

Any government change should have some temporary negatives while your empire is being reorganized. Eventually over x turns, the benefits of the new government would be worked in while the benefits of the old government are phased out.
