Some parts of this is a bit unclear to me. If they are guilty by intent meaning that they new and did nothing about it, that means a lot of other people are guilty as well because we all know it's happening and nobody is doing anything about it. Even if you don't go all the way there is hardly a series out there with a better magic system. The one power is original beyong almost anything I've ever read and I've read many of them.
