If there's a reason for a particular counselor to have lost the public trust, that can be handled from within the council (recall or whatever). I'm unaware of anything related to that though. I've noticed a couple of little details that might help someone having mysterious ctd running DA ... My anti-virus doesn't like the dwwin.exe starting a new process.
