IconPackager doesn't change the desktop icons. To do that, click on an icon, then click on "Properties", then click on "Change Icon", and then browse to the icon you want to choose, click on the icon, then click "OK", click on "Apply", then click "OK".
I vote for Weather Underground, especially if Eve comes up with her new one. I don't like logos or ads or registration. I'm pretty sure that I'm never going to use TWC widgets again, even if they match the skin I use.

You might want to try the CP39 IconPackager by pinchecl. It's about the right orange, and is more uniformly orange than the package you're using in the screenshot. Get it here: http://pinchecl.wincustomize.com/skins.aspx?skinid=1244&libid=2
