Ah, I see now, it indeed was not one of the extreme environments I had researched. I could have sworn I had it but I guess I had simply invaded the world before I got the research. Thanks for the help.
Ok I tried searching the forums but could not find anything that looked related to this. I'm pretty far into a large game, and I noticed that one of my planets I colonized earlier had a ton of empty tiles. So I inspected it, and it only had two structures built, while everything else in the queue said 'Never'. Now I can't figure out why nothing is building on this planet. It has a PQ of 16, a maxed population of 6b, 100% approval, more income than expenses, and an enhanc
