can starbases spread influence? in GalCiv Beta Feedback GalCiv3 Forums

50 turns back in the game I am currently playing, I set up a starbase on the edge of my borders and gave it several cultural modules. I cannot tell if this alone spreads culture or if the starbase has to be in range of one of my planets. So, can starbases spread influence without planets? Are there any plans to add categories to the shipyards that might allow me to look at ships based on a feature such as the predominant offensive or defensive rating?</

Under govern/colonies tab: The columns for production, research, and money have numbers underneath that don't match...the research number is under production, money is under research, and production is under money. When hovering mouse over something for a tooltip, sometimes there is not enough space for the words within...the info is cropped. do I need a cd or... in Twilight of the Arnor GalCiv2 Forums

I've never bought a game via download so I am curious as to... 1. will I be allowed to put it on both my desktop and my labtop (and just pay once)? 2. will I be able to re-download it a few years down the road when I buy a new pc (or have to get a new hard drive)? Sorry if this has already been addressed somewhere - didn't see it on forums or in a faq. Seem lk the manual for the gold edition mentioned that Stardock was cool with having 2 computers in the household
