well there are many variables, planet quality, planet type (toxic, normal, aquatic, etc). Spies also down your industry. Also some buildings have a penalty for some areas. Like for example the Slave Camps have a -2 penalty to influence. maintainence costs may play a part, also population is a BIG factor. I think there are more but I can't list them. lets just say you need a computer to calculate it all..

It would have been because the Peacekeepers run off one of the major races AI systems. GM's didn't program a seperate system for all the races so it's likely the Peacekeepers actually follow a coding system similar to one of the major races in behavior. Sounds technical, but if this is the case it would explain why they are able to use the diplomacy system. I have seen this happen before... but not in the same way. I was attacking the Iconian Refugee and I sent one of my ships to engage a small fighter. I won the dog fight but the ship didn't disappear off the map, instead it just sat there blocking my way. I tried engaging it again but my ship wouldn't budgy. Best part is I am domiateing with an Economy so strong it can recover from a 20000BC lose in 3 month, tops. My influence donimated the Acrean Empire who no longer exist thanx to me setting every race against them and my overpowering influence. I don't think the enterprise could destroy the death start of it got the chance. It took very fast small fighters which the enterprise doesn't have.
