By "Windows 7 theme" I literally mean the one that Windows 7 ships with
Got it. Some time ago I spent hours trying to do something with that and a couple other stock (so to speak) skins. I have totally given up on any of that a few years ago. I make a lot of WindowBlind skins but do them making all my own images as others do and using SKS to put it all together. so I won't be of any additional help to you no this m

So what is the exact name of the windowBlind skin you are calling "windows 7 theme" Also you are saying "straight out of the .msstyles file" WB has no msstyles file folders. So where is this folder? If you are using a skin that is from the old msstyle that you won't get any information here. So how can any person here that makes WB skins understand what you are saying. I have been making skins for years and have no idea what you are saying. Also check other skins. I th

Doesn't matter if you load the diamond WB on win 7 or 10. The start button looks the same on both just like the preview of the diamond skin. If you are looking for something different you may want to look HERE If you want to use any of these buttons you need to have start10 installed. You can also make your own and install it using Skinstudio in the diamond skin.

Left click on it and hold down mouse and drag it to where you want. Should be able to move it anywhere you wish. That is with any icon.
I’m still having the issue with Settings not getting skinned properly though.
If your Ice WB looks like Reply #6 screenshot then there is nothing wrong. Note that the Settings and Control Panel windows will always have a White background. Windows 10 will not let you change that. There are other windows that can be changed. Here are Screen shots from a simple WB I made. "Spaceblue". Example on my SS top left.

Note When you uninstall WB you should always load the default skin first. Now you won't have any problems. Maybe I'm missing something here so i'm just throwing this out there. I understand Your situation with MS Office. Why can't you just open WindowBlinds and load the Default skin for Office and when doing other things use the dark theme you like. No need to get rid of WB as changing the skin if open Windowblind highlight the skin you want to use and click apply. Done.
I was thinking the current windows 10 theme I am using at the moment. Import that as a starting point?
The only themes that can be changed are user made WindowBlind themes. I'm assuming you are talking about the theme that is standard on win10. That can't be changed. Microsoft decided they would make a few things Black and all backgrounds White. If you are talking about a uses made skin give the name of it.
Is it possible to just make the taskbar somewhat transparent This is a great skin made by a great skinner named Tim. He isn't active anymore or at least not skinning but you picked a nice skin to use. I would do it by making a new image transparent. However you are in luck. open Windowblinds. Look for the skin should be near the top. Mouse over it and left click to highlight it

Look for the skin should be near the top. Mouse over it and left click to highlight it and you will see it pictured above. Click on "modify Style". Click on Transparency above. You will see 4 locations you can adjust. The second one from the left is the Taskbar as it shows on the image. Just move the slider
Can SkinStudio can import a msstyle
As far as I know No. Lightstar had many msstyle's but he had to redo all the ones he wanted to use again in SKS. By that I mean import all the images redo many, set margins, text, etc. You can PM him to confirm but I'm 99.9% sure there is no way just to import into SKS.
