Oh Jeez... My first post was right. Also the second in a sense. When you are first charged for a starbase, then your fifth starbase down the line (including the starbase charged) will cost five times as much. Hope, I didn't hopelessly confuse things.
In my first post, I said, "Cost = (base cost)((# of SB's)-5) Where (# of SB's) = number of starbases already built and has to be greater than 4. So your tenth starbase would cost 5 times a much as the sixth starbase." I really meant to say that the fifth starbase would cost 5 times as much as the first starbase.
