Try to rename it from .zip to .bootskin. If it doesn't auto-install contact the skin creator. Maybe he did something wrong. Which is the boot you refer to? Also maybe there is no progress bar. Not all skinners make progress bars.
Also try submiting to your personal page's Photo Album, there is no moderation for that. Surely it won't get as public as other walls, but with a Forum Post you might just get some people to visit it. Also no comments. Oh well life is like that.
