Animated and translucent bitmap in DesktopX Stardock Forums

Looking at some of the objects such as the [link="https://www.wincustomize.com/skins.aspx?skinid=885&libid=3"]Control Panel[/link] and [link="https://www.wincustomize.com/skins.aspx?skinid=2022&libid=3"]Death Star Plans[/link] I see that the image is .BMP yet animated or transparent. Mind you before this point I'd never eve realized either was possible but that appeares to be the case. How are either of these done?
