I have not had that happend, but I have given/sold ships to races that I have later ended up at war with, then you end up fighting your own ships. "with a new paint job". On the bright side, at least you know how they were made and you can figure out how to kill them.
What versions of windows are you running? You might want to look through the stickys, there might be a solution there.

"Propaganda" was removed from the game for balancing reasons, it will most likely be put back in once we have it done in a way that is actually fun. Yes there is a good and evil, however there is know way for the player to know. You can however look at your "alignment" in the Civ Manager and see were you stand on the slider. And estimate how evil or good what ever you are doing is buy checking it again after you make your ethical decisions.
This bug has been reported, and to the best of my knowlage fixed, the update should be avalible tomarrow. (Friday) You can avoid the crash in the mean time by pressing cancel, if the "Save Ship" diologe dose not apear when you hit save.
There are several lagitamate ways to beat this level even on hard, but Im not going to tell you. However the people above have some goop pointers.
It can be goodIt can be good practice to do both, build in enemy territory, and or build in your own. If another race is culturally imposing on yours, you can counter there culture with Influencer starbases that effect your worlds. If you are trying to culture flip enemy worlds, or just spread your culture though out the galaxy you can build them alien territories. Do be careful though because if you do this to obviously the AI will pick up on it and get ticked off. <
Can we get more details, dose this happen every time? Dose it happen only when mutible events have happend in the turn. Is it posible that other popups are behind it?. And what video card and drivers you are running. Let us know, and thanks for the report.
We have more rotaters and such, but we did not want to make the default list of "extras" two long. Soon we will have a library of extra stuctures that you can download. form this site. I will make sure that the other rotaters are thare as soon as it is up.
All the modules avalible for that starbase will be listed as they become avalible. As you have observed many of them have Pre-reqs that is why they dont show up at first. But Stuff that can not be built on that type of starbase will never be listed.
It can, help to turn down the ambient lights, but really it depends on the ship and the Textrue and Light map done for it. Some of the ship styles have more lighting then others. I am personly hopeing to do some more advanced light maps on future textures, for when updates are made. We would like to do a complete set of High Res textures eventualy. for people with high end video cards.

1280 x 1024 was not left out, It might just not be being detected buy the game for some crazy reason. If you want to force it you can go to the prefs.ini file in the My Games\GalCiv2 folder. and Change it manualy. PS. You can run at just about any resolution your card will push. Ah, well.. No there are no directional lights in the game. If every ship had self lighting and Self shadowing it would bring the frame rate to a crawl, and make the custom ship design almost imposible. However That particular ship dose not have a very good looking light map. So it dose not do the in game lighting justis, IMO. I am getting the Totorial Croping on my widescreen as well, I think i know what the problem is and will get it to the devs tomarrow. Hopefully we can get it fixed, without much adu.
Pritty much any modern card will work fine for the game. As long as it is Direct X 9.0c Compatable. Which by the way is what you will need to run Vista. Anyway. I got my wife a $79 AGP Radeon with 128megs, and the game runs great on it. I also have a GeForce 6800 with 256 and I can run full screen 1920x1200 4x AA and still get great frame rates. So its pritty much up to you as to how much you want to spend.
If the planet is being tuched buy the Highlited area at all it recives the entire bonus.
Humm that is wierd. Can you reproduce it. And if so could you save the game and send it in to us? PS. I always end up deleteing most of my desgns, unless I am realy proud of them. So they dont get in my way next game.
There are a tone of totorails on WB skins over at wincustomize.com. If you have skinstudio you could ad that button very simply.
Can you try some oher ships. That might just be that hull. If all of your ships are missing lights it could be a texture problem. You might try the human style ships, they have some pritty obvious light maps.
We will be posting Ship Design Docs as soon as posible. If you have 3D studio or Maya you should be able to create your own hulls. There are a few things you need to know, to get the Custom ship colors and hardpoints in, but it is all pritty strate forward.
