Black holes do not function as they are depicted in popular culture-the only time they're marginally close to this is when you're inside the event horizon. Not a tech, exactly. Orbital fleet manager allows up to your logistical limit to function as a fleet, and can be built one per planet. Hyperion fleet defense can only be built once per civ, but allows all ships in orbit of said planet to function as a fleet regardless of logistics.
