Made a Custom race but it wont let me build farms in Galactic Civilizations II GalCiv2 Forums

Just what it says I cant build even basic farms in the game can anyone tell me what I need to do to be able to build them or what I might be overlooking, any help here greatly appreciated es I have even looked on the tech tree but see nothing.
