Client - Server this can mean a lot : Either simulation keeps running on the client side and server is some kind of hub, or server handles the entire simulation. It's unfortunate network keeps being a bottleneck for RTS when playing online
All Networking solutions have their problems but i hope you're not going for p2p. And at the same time i recognize you have to ensure it's playable for most players, and network bandwidth can vary a lot depending on the place where you live.
