Repeatable crash, happens every time. Launch Elemental from Impulse and skip the intro with ESC. When the main menu shows up, press SHIFT + TAB, click on the Reactor 'Settings' button, and in the new settings window, click on the scrollbar or scroll arrows. The fact that the top-left tech is selected from the beginning adds to the confusion. At first I thought that tech was rarer than the other ones, as it had a different colour. Maybe start with no technology selected, or mark selection differently (eg. outline)?
Turning "Font Smoothing" OFF made the fonts look OK for me. A bit counter-intuitive, I know.
