I think this was intentional. The technologies researched to enchance fleet size seem to implicate that your empire has made logistical infrastructure improvements related to the support of a larger force, and those upgrades remain in place whether or not you have a fleet of that size.
I don't have time to compile numbers here but for example: TECBomber BaseDamage = 44.4 TECFighter BaseDamage = 19.5 Granted, a bomber may only do 50% against a medium armor, that's 22.2 as opposed to the fighter's 100% 19.5.
What we're not looking at here is actual numbers. How much damage does a bomber actually do vs a fighter? Who cares if the fighter is doing 4 times as much damage against a frigate is the base damage of the fighter is 4 and the bomber is 16. Can we get some of these numbers up?
I see a great number of posts pertaining to the balance of this game. Most of them are gripes, insisting that the mass production or "spamming" or certain types of ships is a guaranteed victory. What I would submit is that it's the typical style of gameplay at fault here, and not so much the strengths and/or weaknesses of the units of the game. Pirates are a worthy feature. Honestly I wish they were a little tougher. They should be able to support more sizeable fleets based on the bounties they collect...although, if they come after me, it won't be much. Seriously, hangar defenses around a trade port are enough to wipe these guys around the floor. They target the traders and meanwhile my bombers have a hayday.
